Phi-NEXT was created by Mouncef Mahlaoui, a senior technology and management executive with
25+ years of experience as CTIO, IT Director, and CIO in telecommunications, finance, and
governmental institutions in Luxembourg. He is an ILA (Institut Luxembourgeois des
Administrateurs) speaker and recognised expert in digital transformation, AI, cybersecurity,
DORA, NIS2, GDPR, and executive leadership.
